Waterloo is dominated by the station and the roads feeding it, which means traffic is heavy for most of the day and stopping anywhere near the main routes is not an option. The residential streets behind, towards Lower Marsh and Roupell Street, are a different world and quite comfortable to work in.
The housing runs from estate blocks with lifts to some of the smallest Victorian terraces in central London. The Roupell Street conservation area in particular has houses where the front door opens straight onto a narrow pavement and the staircase inside is steep.

Post-war estate blocks around Cornwall Road and Coin Street with working lifts and open access. Small Victorian terraces around Roupell Street and Theed Street, which are charming and genuinely tight inside. Newer apartment blocks near the South Bank with concierge and service lifts. Flats above the shops on Lower Marsh reached by narrow stairs.
Parking, loading and access in Waterloo
Waterloo sits inside the Congestion Charge zone. Waterloo Road, York Road and Stamford Street carry heavy restriction and traffic. Lambeth controls the parking. Loading happens on the quieter streets behind: Roupell Street, Theed Street, Cornwall Road and Lower Marsh outside market hours. The Coin Street estate roads allow loading. Around the station itself there is nowhere to stand, so station jobs are met at an agreed time rather than waited on.

My house is on Roupell Street. Will a van fit?
A transit will, a Luton is tight and on some sections not worth attempting. The street is narrow, the pavement is narrower, and the houses open straight onto it. We use a smaller vehicle for the conservation streets and take an extra run rather than blocking the road.
Can you meet me at Waterloo station with luggage?
Yes. There is nowhere to stand outside for any length of time, so we agree a specific meeting point and time and keep it brief. Boxes and cases to or from the station are a common small job.
Is Waterloo inside the Congestion Charge zone?
Yes, this part of SE1 is inside the zone. The charge is included in the price rather than added at the end.
